Venti
Venti cares deeply for the people of Mondstadt - his people. He views them as his own, and he thinks that by separating himself from them and not guiding them (something many of them see as "abandoning them") he's giving them ultimate freedom. The perception of abandonment is intentional! That being said, he seems to always be there when his people need him (such as helping with Dvalin). Though he always helps under the guise of Venti - the bard.
He tends to hold too tightly onto the past. This is sometimes displayed through his love of old stories. But, most prominently, it's through his actual physical appearance and his love for music. Venti took the shape of a friend who died in the rebellion and picked up a passion that the young man loved - music. So when I say Venti doesn't let go of things - I mean it.
This creates a sadness that doesn't really ever show unless that trust has been earned. He wants the best for his people, and his long life of seeing them come and go is the ultimate price for his long life as an Archon. Part of the reason he puts on such a fun loving, almost lackadaisical display of behavior is so that he can keep that sadness neatly buried - so not to worry anyone! Beneath the tease is a guy who is honestly pretty lonely, which he's accepted because it's easier than losing people.
If he were answering himself, he'd say his full potential would involve drinking and sleeping more (which is part of the problem here)! However, if he were being earnest, he'd say that reaching his full potential would be allowing himself to move forward and being the type of Archon the people of Mondstadt deserve - a present and loving one.
This would take a long time for him. Moving forward would mean that he's able to accept and push through everything in his past. Part of doing that would involve him opening up about his past. It would mean that he lets others know when he needs them and is prepared to accept their help (beyond something like assistance in a battle). It would mean that he's able to accept love and care from the people around him in the same capacity he seems to care for all of them. His full potential means dropping the mask bit by bit and being his true, honest self and being loved for who he is then.
To be able to move on with his life, he'd be willing to go through quite a lot. Venti, a notoriously lazy person, would be happy to put in a lot of effort if it meant that he was going to be the person that his friends and Mondstadat deserved. And he'd do it with sincerity. He'd be willing to slowly open up to people and let the more raw parts of himself show. To be honest, he'd put himself through the ringer if he honestly believed it would make him a lot stronger.

While Venti himself is a bit of a dichotomy - he was part of more than one rebellion and believes deeply in freedoms in the world - it can come across as being TOO into freedom for his people. However, he cares quite a lot for everyone in Mondstadt. He sees them as his people and he does what he can to help guide and protect them. By putting him in the role of a Legend, this will help for him to develop into that full potential he has as the guardian and protector of Mondstadt that he truly is. Plus, it may help him become stronger and braver and emotionally connect with people via honesty rather than hiding virtually everything about himself.

On the surface, Venti comes across a mischievous bard who enjoys all of the fun parts of life - drinking, freedom, and sleep.
